Travis from MWOD Staff here. Do not discount the use of rack pulls. It is ok to bring the height of the bar up and work him through his available ranges until he has the motor control and mobility to start on the floor. Just keep adjusting the height down and increase the weight as he shows he is able to maintain control and position. 
With police officers, hip flexion is always an issue due to the incredible amount of sitting they have to do along with the body armor and loaded belt. Look back through episodes about banded distraction and hip flexion/high hamstring. If it is important to him, he needs to cultivate time improving these positions every day.
